MEC are providing a comprehensive Project Management Consulting (PMC) and Cost Management (QS) service on this substantial mixed use development adjacent to Al Mouj.
Naseem A’Sabah is an Integrated Tourism Complex (ITC) offering a high quality waterfront development where the concept of a work life balance can be created in a vibrant setting.
Our internationally experienced PMC team is driving the project forward with an emphasis on safety, quality and environmental sustainability. With extensive infrastructure, residential buildings, hotel, and land reclamation experience, our team will bring their expertise to this prestigious development, ensuring the project is delivered within the parameters stipulated.
Our services at Naseem A’Sabah include programme management and project control, risk management, value management, procurement options, conceptual/schematic/detail design estimates. We provide Bills of Quantities using our in-house specialist software and prepare tenders and contract award reporting. We are providing monthly site wide cost reports on all aspects of particular projects and key issues.
Construction is being procured both by direct negotiation following a prequalification process and by tender from select tender lists. Only contractors with a track record of both performance and who could also demonstrate consistent quality for similar sized projects were invited to tender.
Muscat Hills Golf and Country Club Resort

For many years MEC has provided a continuous post contract cost consultancy service at the exclusive Country Club Resort of Muscat Hills.
The development which is built around the first 18 hole grassed golf course to be built in the Sultanate of Oman, includes town houses, luxury villas, apartment blocks and all associated external works. The resort is designed over 45 hectors of land with sea and mountain views, with the golf course landscaped around the natural wadi terrain that crosses the site.
Full post contract cost management services covering individual sales cost management, cost reporting, control of variations, ongoing contract management, monthly valuations and cost advice on cost reduction options.
Al Mouj, Muscat

Over the past ten years MEC has provided a continuous pre and post contract cost consultancy service at Al Mouj. Our contract was recently extended until 2018. MEC provide a full range of pre contract cost consultancy via our specialists that have been embedded into the Client’s organisation. Our highly experienced team have extensive infrastructure, residential, hotel, marina and land reclamation expertise. We will bring this expertise to the Naseem A’Sabah project, thereby ensuring the relationships with affected local stakeholders and statutory bodies that have been developed over the years are harnessed for the benefit of your project.
Our services at Al Mouj include risk management, value management, procurement options, conceptual/schematic/detail design estimates, providing Bills of Quantities using our in-house specialist software and working closely with the commercial department in preparing tenders and contract award reporting.
We prepare monthly site wide cost reports on all aspects of particular projects and key issues. These services are delivered by the resident team with support when required from our Head Office. MEC has assisted Al Mouj in preparation of development budget plans from ‘master zone’ to ‘individual’ and ‘sub plots’. MEC prepare capital works in progress accruals for the Accounts department, including full end of year accounting. We use our own dedicated in-house software to produce cash flow projections for individual and collections of projects.
Construction was procured by way of tender from a selected tender list.
Over the project duration MEC has worked to successfully close out and agree in excess of 35 Al Mouj final accounts for residential developments (apartments, villas, townhouses) with an approximate value of RO 250 million. These included; marina construction, land reclamation, quay walling, beach reclamation, waterways, pumps, beach wells, hydro bursts etc. approximately RO 45m. Infrastructure works, public realm and landscaping equates to approximately RO 65 million and projects included; chiller plant building; chiller plant network distribution to master plots, energy transfer stations, potable water distribution, treated sewage effluent irrigation, All HV electricity distribution, substations, roads, underground storage tanks, parks, planting, street lighting, water features and children’s play equipment. Retail and leisure developments equated to approximately RO 25 million including retail centre and an eighteen hole, signature (Greg Norman) Golf course, maintenance building and club house.
By our proactive, direct and early intervention, MEC has been able to substantially close out final accounts which may have otherwise resulted in time and cost claims from contractors. We believe a similar approach could be embraced at Naseem A’Sabah, as our philosophy is one of dispute avoidance where appropriate and possible.
